Jennifer Moody currently serves as City Manager for the City of Belle Meade, which is a small city within Metro Nashville and Davidson County. Jennifer is a native of Nashville and has worked in local government in Middle Tennessee since 2008. While gaining experience facing a broad range of challenges in the cities of Tullahoma (2018 – 2023), Murfreesboro (2015 – 2018), and Columbia (2010 – 2015). In addition to the Board of Directors of TCMA, she is currently serving on the Board of Directors of the Tennessee Municipal League and serves on the Davidson County Regional Solid Waste Board.
Jennifer is a graduate of Xavier University in Cincinnati, Ohio and has a master's degree in public administration from the O'Neill School at Indiana University. During her studies, she completed an internship at the Government Finance Officers Association in Chicago, which inspired her to pursue professional city management. She is a proud graduate of the University of Virginia’s Senior Executive Institute and Leadership ICMA, Class of 2013. Beyond her professional life, she enjoys traveling and spending time outdoors and on water with her husband, Jason, and two children, Max and Selina.
Marc Woerner has been the Town Administrator of Atoka, Tennessee, since July 2020, after serving as a Township Manager in Pennsylvania from 2015 to 2020. His public service journey began in 2010 as a local elected official.
Known for his collaborative leadership, Marc fosters strong, positive relationships with elected officials, town staff, and regional partners. Marc participates in regional and community organizations, including the South Tipton Chamber of Commerce Board of Directors and the West Tennessee Rural Planning Organization. His past leadership roles include President of the York County Association of Townships of the Second Class, Vice President of the York County Municipal Administrators Association, and member of the York County Department of Emergency Services Public Safety Advisory Board.
Marc holds a Certified Public Manager designation from the University of Tennessee Institute for Public Service and is a Certified Municipal Finance Officer, credentialed by the State of Tennessee. He is also a graduate of the Pennsylvania Municipal Government Academy.
Outside of his professional life, Marc is dedicated to his family. He and his wife, his high school sweetheart, are proud parents of two children. In his free time, Marc enjoys traveling and riding motorcycles.
Molly Mehner has served local government for thirty years, most recently as the Town Administrator for Collierville, Tennessee from November 2022 through September 2026. Prior to Collierville, she served as Deputy City Manager for Cape Girardeau, Missouri from 2014-2022. She has also served communities in Arizona and Illinois.
She holds a bachelor’s degree in Urban and Regional Planning from the University of Illinois at Urbana-Champaign and a Master of Public Administration with a concentration in Urban Management from Arizona State University. Molly is a Credentialed City Manager through the International City/County Management Association (ICMA) and is an active member of the American Institute of Certified Planners and the American Planning Association.
Julie High became the city manager of Goodlettsville on October 1, 2026. Prior to assuming the city manager role, she served as Goodlettsville’s assistant city manager since 2013 and joined the city’s staff in 2004 as Director of Finance and Administration. Prior to her work with Goodlettsville, Julie served as Director of Finance for the City of White House from 2000 to 2004.
A graduate of Western Kentucky University, she was named the TCMA Assistant City Manager of the Year in 2024.
Daniel Estes has served as the City Manager for Elizabethton, Tennessee since June 2018. Prior to Elizabethton, he served as an Assistant Town Administrator for the Town of Collierville, Tennessee. Before his career in city management, Daniel served as a local elected official in his hometown and was in private law practice.
He holds a bachelor’s degree in Political Science from Tusculum University, a Juris Doctor from Regent University School of Law, and a Master’s of Public Policy & Administration from the University of Tennessee, Knoxville. Daniel is a Tennessee Certified Municipal Finance Officer and continues to maintain his Tennessee law license.
He enjoys spending his time outside of work with his wife, Audre, their three daughters and a son, and their two dogs.
Chris is employed by the City of Kingsport, and since 1997, has grown through the ranks, serving as Transportation Planner, Metropolitan Transportation Planning Organization Coordinator, Development Services Manager, Assistant City Manager, and now as the City Manager for Kingsport.
Chris McCartt is a native of Jonesborough, TN. He is a graduate of East Tennessee State University, receiving a Bachelor of Science and a Masters of Public Administration degree.
Away from work Chris is actively involved with his two children, Josh and Sarah Grace, following them across the country in their respective interests. Additionally, Chris is an avid outdoorsman and proud supporter of East Tennessee State University Athletics.
